Great Lakes Region Cadet Competition

The 2011 Great Lakes Region Cadet Competition will be held at the Illinois Military Academy in Camp Lincoln, Illinois National Guard, on the weekend of 6 - 8 May.  Each wing is invited to send one Drill Team and one Color Guard Team to compete to represent the Great Lakes Region at the National Cadet Competition.  The NCC is scheduled for 22 - 27 June 2011 at Wright State University in Dayton, OH. 

The Illinois National Guard will require us to pre-identify all attendees not already registered as participants. We need an alphabetical list of Last Name, First Name and State (Wing) represented, no later than 15 April of EVERYONE who might attend (form below).  The name on the listing must match the name on their IDs.  All drivers entering the base must have a valid driver's license, proof of insurance and proof of registration.  Anyone not on the registered guest list may be denied access and neither CAP nor the Region Liaison Office will have the resources to assist.  The registration form is located below under Application.

ELIGIBILITY:  Cadets age 18 and over must have completed Cadet Protection Policy Training (CPPT).  Every participant must have a current CAP membership card or proof of membership (computed print-out) in their possession.  Senior Members must have completed Cadet Protection Policy Training (CPPT) and must have FBI clearance approved.

 

FEES

Registration fees are $175 for a Color Guard Team and $400 for a Drill Team ($25/person).  Fees includes food and lodging for team, alternates and escorts.  The fees should be mailed no later than 15 April, to the GLR Finance Director at the address below.  Please make checks payable to the Civil Air Patrol/GLR.

APPLICATION PROCEDURE

By April 15, each team must complete and submit via email the following:
1. NCC f1 registration form
2. MSA (guest list)
3. Email of Wing Commander approving team registration
4. Fee submitted per instructions, above

1.  The Registration Form (NCC F1) must have ONLY the team members (including the alternate) and both escorts listed.  Only up to 2 escorts are allowed.  Cadets can not serve as escorts.  The TEAM NAME should be <WING> <color guard or drill team> .  No personalized team names!  The NCC F1 should not have any mentors, assistants, guests or visitors listed on them.

2.  The MSA (guest list) must have all guests, parents, mentors, and cadets not on the team, listed.  You may be denied access to the National Guard Base if the guest is not listed on the form.

3.  CAP members must have their Wing Commander's approval to travel out of state on CAP business.  The registration form must be sent to their Wing Commander requesting that the Commander approve the teams' participation.  The approval email must be forwarded to Major James Kalemis at jkalemis@comcast.net with the registration form and guest list by 15 April. 

CHECK-IN:  On Friday, 6 May, team participants will check in no earlier than 1600 hrs and no later than 2300 hrs on the second floor of Illinois Military Academy building.  A guide will be located at the entrance to show you the way.  During check-in each team must bring with them the original/printed copies of the registration form signed by the escorts, a CAPF31 for each participant (cadet and escort), and one of two copies per person of a CAPF 60 (other copy to be retained by the participant).

MEALS:  Each participant (competitors, alternates, and escorts) will receive Saturday breakfast, lunch and dinner and Sunday breakfast at the Military Academy cafeteria.

 

LODGING

The Military Academy building has the classrooms, flag pole, gym, auditorium, cafeteria and dorm rooms all in the same building.  The running track is also adjacent to the Academy building.  Accommodation for two nights for competitors, escorts and judges will be at dorm rooms of the Military Academy.  Each cadet dorm room has bunk beds for up to 6 cadets.  There are shared bathrooms/showers at the ends of the hall.  Senior members will be in double-occupancy dorm rooms with a shared bathroom with the adjacent room.

RULES

The competition rules will follow CAP Manual 52-4 except as may be noted below. A Drill Team will be composed of 13 cadets of any grade (12 team members and a team commander) and a Color Guard of 4 enlisted-grade cadets (2 guards and 2 flag bearers). Each team shall have 2 adult member escorts.  Unless special arrangements have been agreed to by the Competition Director, a male and female escort are required if the team is of mixed gender.  Composition of the team and positions of the team members must remain constant throughout the competition.

FREQUENTLY ASKED QUESTIONS (AND ANSWERS):

1. Panel Quiz. The rules on page 25-26 of CAPM 52-4 state that a wrong answer when "stealing" a question that the opposing team answered incorrectly results in a 10/15 point deduction. However, the game play flow chart on page 56 states that there is no deduction in this instance. Which rule will be used?

For the panel quiz, the chart is incorrect. All tossups loose points if missed. Only missed bonuses do not incure a penalty.

2. Formations. As there has been some inconsistency in the past, will the judges require the Team Commander to be at formation center (aligned on the second rank as shown in AFMAN 36-2203) or geometric center (between the second and third ranks) of the flight when reporting in and out? This subsequently changes the team's location on the field during the report in and report out, so will the judges require the entire team or the Team Commander be centered on the Chief Judge?

The judges do not subtract points for this. I have seen geometric center more often than formation center. Either is correct, as long as the commander is center on the judge.

3. Volleyball. Even though the Domestic Indoor Volleyball Rules state that a rotation occurs when regaining the right to serve, at NCC last year they required each team to rotate with each serve. Which rotation method will be used? Furthermore, since the rules are based on substitutions and not an incoming service line, at which spot on the court would you like cadets to rotate in/out?

In the spirit of allowing every cadet play, they will be rotating at every serve, as NCC plays the game.   Where the incoming serve line is at will depend on which gym we use and what the judges want.

4. In 52-4 attachment 2 it indicates that questions for aerospace will be taken from www.space.com . Can you confirm that this will be the only source for aerospace current events questions?

YES.

5. Only one substitution is permitted during the competition. A subsequent reversal is not permitted. As long as no substitution is made, designated alternates will be required to participate Written Exam, and Mile Run.  What is the point of this substitution? When and why would it be made?

A substitution with an alternate can occur if a team member can not continue competing in subsequent events, usually due to illness.  Note that Panel Quiz was dropped from one of the events.  So alternates will run and do the written exam, but their scores will count only if a substitution was made.  If a substitution is made, the alternate must complete all remaining events.

 

EQUIPMENT LIST:

Teams should bring all required equipment to perform in the competition as stated in the competition rules.  Unless approved in advance, GLR will require each Color Guard team to bring their own flags and flag bases.

 

ALTERNATES:

As specified in the memo “Alternates for National Cadet Competition”  dated 4 June 2008, from the National Commander

  1. Each Drill Team and Color Guard Team is now allowed one alternate for each team. Alternates must be identified as such on the team roster. If commanders choose not to bring an alternate, please indicate NO ALTERNATE clearly on the team rosters. No team shall be penalized for not having an alternate.

  2. Only one substitution is permitted during the competition. A subsequent reversal is not permitted. As long as no substitution is made, designated alternates will be required to participate in Panel Quiz, Written Exam, and Mile Run.

  3. Alternates will be scored in the events in which they participate; however, their individual scores WILL NOT be counted, unless the team calls for a substitute. At that time, the points previously awarded to the team member who is withdrawn will be removed and those of the alternate substituted. Other events will not be affected.

  4. In a case where a team without an alternate loses a member, the NCC Director will make a decision based on the circumstances and the number and nature of the events remaining to be completed.

 

TRANSPORTATION:

Transportation to and from the competition is not the responsibility of CAP.  Privately owned vehicles travel to or from such activity is performed strictly at the member’s own risk (reference CAPR 77-1  para 6c and  CAPR 52-16, para 8-10) and is not under CAP direction and control.
